Public Question Time:
Dr Rogers stated that he recognised the pressures that planning authorities, including TDC, are under to make available additional housing development land, and referred to a number of unfulfilled promises of substantial numbers of jobs in the Harwich area.  He asked that HTC sees fit to comment to TDC Planning that should outline application (14/01431/OUT) be approved, and the necessary supplementary applications be approved, that enforceable conditions be applied such that the construction of dwellings be disallowed until at least 30% of the promised permanent jobs are actually in place as real jobs.

Cllr Day said we could ask that conditions are set that the housing development doesn’t start until the industrial aspect is complete but cannot place conditions on the jobs as it’s not a material consideration.  Cllr I Henderson said the only way it can be insisted on is if it’s designated under the Local Plan as employment provision.  The committee agreed to note Dr Roger’s comments on considering the application.

  • P063/14 – Members noted a letter by Clare David in response to enquiries about Retrospective Planning applications.
    Cllr I Henderson said the concerning application was the Coco’s application and that the footpath had been taken over by hoardings forcing pedestrians onto the road.  We need to keep our eye on this for the future.

Hybrid application for proposed comprehensive development & the creation of employment floorspace (including start up units) consisting of:Outline approval for development of site to create employment units, cafe / restaurant units, public house, drive thru restaurants, cinema, hotel, up to 297 dwellings, landscaping, open space & associated means of access, internal estate roads & car parking.

Full approval for the creation of retail shop units, foodstore, petrol filling station, associated highway works & improvements including a new roundabout off the A120 & link road, earthworks, service infrastructure & other associated works & improvements.

Members agreed to allow members of RPPC to take part in the discussion.
Cllr George Elmer – Complicated situation as it’s a cross-boundary application.  Part of the residential and industrial aspect is in Ramsey.  On24th Nov public meeting in Ramsey.  RPPC will ask for time extension until after that meeting.On northern side of A120 (Linear park) is already under the ownership of Harding Estates.  There is a lot of land/earth movement needed as this build up land elsewhere.  He understands they will build industrial element before the dwellings, but is concerned about traffic in/out of Stour Road via Clayton Road.  The houses will be phased over a number of years, what about schools/doctors etc. Further concerned about Horesely Cross and if Harwich Valley doesn’t go ahead, the Horesely Cross one won’t and the land will be given up for houses.
Cllr Martyn Donn hopes that this will provide jobs for the next 5/7 years and must be mindful on how this is projected to TDC regarding conditions.
Cllr Elmer said there’s no Local Plan currently in operation which could cause problems if the application is declined.
No objection.  Comment that the industrial units/jobs to be provided should be developed first within the first phase and infrastructure for the industrial phase before the other aspects.1 Abstained, 9 for.
