MINUTES OF THE MEETING OF HARWICH TOWN COUNCIL PLANNING COMMITTEE
HELD ON 17th FEBRUARY 2010 at 6.30pm
at THE 1912 CENTRE, COW LANE, HARWICH

The Chairman informed Mrs B Holbrook of a response received from the Enforcement Officer at Tendring District Council regarding the untidy site in George Street.

Miss C Thompson asked if there had been a response regarding the provision of extra litter bins in Dovercourt. The Clerk will contact Tendring District Council for the exact location of the new bins and inform Miss Thompson accordingly.

P68/09 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors Colbourne, Henderson, Howlett and Wares.

P69/09 DECLARATIONS OF MEMBERS’ INTERESTS
Councillor L Double declared a personal and prejudicial interest in Planning Application 10/00008/FUL.

P70/09 MINUTES OF THE LAST MEETING
RESOLVED: that the minutes of the meeting held on 27th January 2010 (previously circulated) be approved by the Chairman and signed as a true record.

P71/09 GEORGE STREET – UNTIDY SITE
The Council noted a response received from the Enforcement Officer at Tendring District Council.

P72/09 ORWELL TERRACE – UNTIDY SITE
Further to Minute P65/09 the Council noted a response from the Enforcement Officer at Tendring District Council.

P73/09 PLANNING APPLICATIONS
The Committee considered a schedule of planning applications for weeks ending 22nd January, 29th January and 5th February 2010.
RESOLVED: that the recommendations of Appendix ‘A’ are submitted to Tendring District Council.

P74/09 DON THOMPSON HOUSE, DOVERCOURT
The Chairman read a response from the Monitoring Officer regarding Prejudicial Interest. If attending a presentation of proposed extensions, this would not, of itself, constitute any interest under the Code of Conduct. If members have any other interest in the site or connection to its owner/developer, they will need to consider the Code in this regard. The Council noted the letter.

P75/09 HARWICH QUAYSIDE LIGHTING
The Chairman informed members that some of the lights at Harwich Quayside were damaged but Tendring District Council would rectify the problem today.

P76/09 BARRACK LANE, HARWICH – SPEEDING
The Council noted a response from Essex County Council to an enquiry by Councillor J Brown regarding setting up of a speed data box half way up Barrack Lane between the school and the junction with Mayflower Avenue. The results will be presented to Full Council as soon as they become available.

P77/09 THE POWERBOAT FESTIVAL
The Chairman introduced Mr & Mrs Chris Spraggons who gave a very detailed presentation of the forthcoming Powerboat Festival scheduled for the weekend of 30th/31st July/1st August 2010 also programmes were handed to all councillors.

The Council thanked Mr & Mrs Spraggons for organising the Harwich Powerboat Festival and offered any support, promote or help, if required with this event.

P78/09 DATE OF THE NEXT MEETING
The next meeting of the Town Planning Committee will be held at 6.30pm on 10th March 2010 at The 1912 Centre, Harwich.

The Chairman closed the meeting at 7.45pm

RECOMMEND REFUSAL. ANY APPLICATION FOR THIS SITE IS REFUSED NOW AND IN THE FUTURE UNTIL THE ORIGINAL CONDITIONS ON ENVIRONMENTALCONCERNS ARE FULLY COMPLIED WITH. THIS COUNCIL STRONGLY URGES TENDRING DISTRICT COUNCIL THAT THIS GOES TO COMMITTEE AND IS NOT AN OFFICER DECISION. THE COUNCIL ALSO SUGGESTED THAT THE NEW DENSITY OF THE SITE IS TOO GREAT.
