MINUTES OF THE ANNUAL STATUTORY & MAYORMAKING MEETING held on
20TH MAY 2021 at 11.00am
at
ST NICHOLAS CHURCH, CHURCH STREET, HARWICH
| Present: | The retiring Mayor, Councillor A Todd, in the Chair at the commencement of the meeting Councillor I Henderson, in the Chair after election of Mayor,Councillors: Chant, Davidson, Fay, Ferguson, Fowler, J Henderson, McLeod, Powell, Richardson, Saunders, D Smith and G Smith. Clerk to the Council, Ms L Ballard Estates Supervisor, Mr A Wells Administrative Assistant, Miss J Griffiths Macebearer, Mr J Ford High Steward, Mr C Strachan |

| 001/21 | ELECTION OF MAYOR The Mayor called for nominations for Mayor for the forthcoming year. Councillor Fowler moved, and Councillor Davidson seconded that Councillor I Henderson be elected as Mayor of Harwich for the forthcoming year. The Mayor then called for any further nominations and there being none, Councillors voted unanimously to elect Councillor I Henderson. RESOLVED: that Councillor I Henderson be elected as Mayor of Harwich. The Mayor then made his Declaration of Acceptance of Office. |
| 002/21 | APPOINTMENT OF DEPUTY MAYOR The Newly elected Mayor called for nominations for Deputy Mayor for the forthcoming year. Councillor Ferguson and Councillor J Henderson seconded that Councillor Powell be appointed as Deputy Mayor of Harwich for the forthcoming year. The Mayor then called for any further nominations and there being none, Councillors voted unanimously to appoint Councillor Powell. RESOLVED: that Councillor Powell be appointed as Deputy Mayor. The Deputy Mayor then made his Declaration of Acceptance of Office. |
| 003/21 | APOLOGIES FOR ABSENCE Cllrs Calver and Morrison. |
| 004/21 | MAYOR’S CHAPLAIN The Mayor announced the appointment of the Revd Canon Margaret Shaw as his Chaplain for the forthcoming year. |
| The Mayor, Retiring Mayor and Deputy Mayor retired to change robes. | |
| 005/21 | MAYOR’S THANKS FOR ELECTION The Mayor returned thanks for his election. |
| 006/21 | THE MAYORESS The Mayoress, Cllr J Henderson, was invested by the Mayor with her chain of office and presented her with a bouquet of flowers. The Mayoress announced that the Mayor’s charity would be launched by the Mayor at the end of the ceremony. |
| 007/21 | APPOINTMENT OF OFFICERS, COMMITTEES AND REPRESENTATIVES FOR THE FORTHCOMING YEAR Councillor Davidson moved, and Councillor McLeod seconded that the appointment of Officers, Committees and Representatives for the ensuing year, as recommended by the Council at an informal meeting on 26th April 2021, be approved. RESOLVED: To approve the appointments as listed in Appendix A. |
| 008/21 | MEETINGS OF THE COUNCIL Councillor Fay moved, and Councillor J Henderson seconded that the meetings of the Council, which are in accordance with Standing Order 3, as recommended by the Council at an information meeting on 26th April 2021, be approved. RESOLVED: To agree Council meetings as listed in Appendix B. |
| 009/21 | AUTHORISATION OF PAYMENTS Councillor Fay moved, and Councillor Davidson seconded that the Clerk be authorised to pay invoices in accordance with Financial Regulations. RESOLVED: To grant authorisation. |
| 010/21 | VOTE OF THANKS TO THE RETIRING MAYOR AND MAYORESS Councillor I Henderson gave a sincere vote of thanks to the retiring Mayor and Mayoress for their services during their term of office. |
| 011/21 | RESPONSE OF THE RETIRING MAYOR Councillor Todd replied to the vote of thanks and gave recognition of the support received over the last two years. He announced that gifts would be presented to the Administrative Assistant, Estates Supervisor, Asst. Clerk and Clerk as a show if his appreciation of their support. |
The Mayor closed the meeting at 11.35am
