AT A STATUTORY MEETING of the HARWICH
TOWN COUNCIL held at the 1912 CENTRE,
HARWICH, ESSEX, on THURSDAY, 24 th MAY 2007,
commencing at 11.00am.

The Mayor, Councillor J Thurlow, on behalf of Mrs Molly Bleakley, presented a painting of the Guildhall to Harwich
Town Council. The painting is a gift from the late Councillor W Bleakley who was High Steward of Harwich from 1980 to
2007.

01/07 ELECTION OF TOWN MAYOR
The Mayor called for nominations for Mayor for the forthcoming year. Councillor D Rutson moved and Councillor M Gardner seconded that Councillor D McLeod be elected as Mayor of Harwich for the forthcoming year. The Mayor then called for any further nominations and there being none, Councillor McLeod was duly elected as Mayor of Harwich.
02/07 DECLARATION OF ACCEPTANCE OF OFFICE
Councillor McLeod made his declaration of Acceptance of Office.
03/07 APPOINTMENT OF DEPUTY MAYOR
Councillor S Henderson moved and Councillor M Gardner seconded that Councillor D Rutson be appointed as Deputy Mayor for the forthcoming year. The Mayor called for any further nominations and, there being none, Councillor D Rutson was duly elected as Deputy Mayor.
04/07 APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors L Payne and B Howlett.
05/07 DECLARATIONS OF MEMBERS’ INTERESTS
None
06/07 MINUTES
RESOLVED: that the minutes of the meeting held on 3rd April 2007 (previously circulated) be approved by the Chairman and signed as a true record.
07/07 APPOINTMENT OF MAYOR’S CHAPLAIN
The Mayor announced the appointment of Reverend Erwin Lammens as Mayor’s Chaplain for the forthcoming year.
08/07 VOTE OF THANKS FOR ELECTION
After retiring to robe, Councillor McLeod returned to the meeting, took the Chair and returned thanks for his election
as Mayor of the town of Harwich.
09/07 TOWN MAYORESS
The Mayoress, Mrs H Gallagher, was invested with her chain of office by the Mayor. The Mayoress gave her response.
10/07 APPOINTMENT OF OFFICER, COMMITTEES AND REPRESENTATIVES
Councillor S Henderson moved and Councillor J Brown seconded that the appointment of Officer, Committees and
representatives for the ensuing year, as recommended by the Council at an informal meeting on 15 th May 2007, be
approved. The motion was carried.
11/07 MEETINGS OF THE COUNCIL
Councillor J Brown moved and Councillor M Gardner seconded that the meetings of the Council shall be in accordance with Standing Orders 1 –3. Statutory Meeting and Mayormaking at 11.00am Town Planning Committee meetings at 6.30pm The motion was carried.
12/07 VOTE OF THANKS TO THE RETIRING MAYOR AND MAYORESS
Councillor L Double moved and Councillor A Morrison seconded that a sincere vote of thanks be accorded to the retiring Mayor and Mayoress for their services during their term of office. The motion was carried unanimously. The retiring Mayor replied to the vote of thanks.
The Mayor then brought the meeting to a close.
